Anthropic will sell Claude to U.S. governments at 40% off. The General Services Administration announced the expanded OneGov agreement in a news release on Oct. 27. Anthropic described it in a blog post the same day.
The discount applies to token-based use of Claude models available to the government. That includes FedRAMP-authorized environments for sensitive unclassified work, GSA says. There is no minimum order. Agencies pay only for what they use.
Who can buy
The deal now reaches past federal agencies. GSA lists the executive, legislative and judicial branches plus state, local and tribal governments. Anthropic adds territorial governments. Buyers can order directly, through resellers or on major cloud platforms, GSA says.
Anthropic says the discount covers Claude Enterprise, Claude for Government and the Claude API. Direct purchases start now. Purchases through cloud providers come “in the coming months,” the company says. It is also starting a program to help agencies put Claude to work.
The terms
GSA’s OneGov agreements page lists the deal’s expiration as Jan. 31, 2029.
The new deal arrives as an older offer ends. Federal agencies could buy Claude for Enterprise and Government for $1 per user. That offer expires Oct. 31, the GSA page shows.
OpenAI has a similar deal. GSA’s page lists a 50% discount on token use of ChatGPT models, with a 27-month term ending Dec. 31, 2028.
The numbers
Anthropic estimates the discounts will save the government $1 billion. GSA says OneGov has saved more than $1.8 billion since it began. About $1.6 billion of that came from what it calls its “super intelligence agreements.” Those are the company’s and the agency’s own estimates.
About 500 U.S. federal, state and local government groups use Claude, Anthropic says. It says weekly Claude for Government users are up about eightfold since February. Federal civilian use is up about 20-fold in a year, the company says.
Claude for Government became generally available Sept. 30 at the FedRAMP High level, Anthropic says. Claude Enterprise is seeking FedRAMP Moderate authorization through the FedRAMP 20x program. Anthropic also cites a Utah pilot that gave Claude Code to 34 developers across 10 state agencies.
Our read
Federal AI buying is changing shape. Anthropic’s earlier OneGov offer sold seats for $1. That price was a door opener, not a business. The new deals from Anthropic and OpenAI charge by the token instead. A discount on usage is worth only as much as agencies actually use.
That shifts the risk. Under a seat deal, cost was fixed and tiny. Under token pricing, the bill grows with every task an agency hands to a model. Anthropic’s own figures show that use is climbing fast. So the $1 billion savings estimate is a projection, not a refund. It depends on how much government buys.
The deal also widens the market. State, local and tribal buyers can now use federal terms. That puts Anthropic in front of smaller buyers with no upfront commitment. OpenAI’s rival deal offers a deeper 50% cut. Anthropic is competing on reach and security authorizations rather than on the biggest discount.
Government revenue matters more now for Anthropic. The company has filed publicly to go public, as we reported. Deals like this one will shape the public-sector numbers investors read.
What’s next
The $1-per-user Claude offer expires Oct. 31, GSA’s page shows. Anthropic says Claude purchases through cloud providers at the discount will follow “in the coming months.” The new agreement runs through Jan. 31, 2029, according to GSA.
